BRRRR!!! What would you do next?

SFH - $26,000

Rehab - $12,000

Total - $36,000

ARV - $50,000

Rent - $250 

Problem #1 is PRICE TO RENT RATIO is %0.5

My next move is Cash-out Refi - 25% equity is $12,500 and 75% is $37,000. Get all/most of my money back and repeat it. The problem in my market(Philippines) is that the 1% rule doesn't exist and it's more likely %0.5 percent of the price to rent ratio. 

Problem #2 is our banks here have HIGH-INTEREST RATES starting at %7.5 and could go up to 10-12 percent if you fixed it for 30 years.

$37,000 @ 10% for 30yrs 

monthly PITI = $375 and my gross rent is only $250
I saved that $36,000 for 3years. Should I buy a house every 3years?
