Market Research Tools With Filter and Search Functions

I am looking for a tool that can help me identify markets (neighborhoods, zip codes, cities/towns, counties, MSA's, etc) that meet specific criteria (rent/price ratios, historical appreciation, etc.). We can use any number of tools to search for properties that meet certain criteria (single fam, multi fam, bedrooms, bathrooms, etc)

There are a number of tools that I can use to pull general market reports and find the information that I am looking for, but I am looking for a filtered search tool. For now, I'm looking for markets with rent/price ratios >=.003 and median price in C+ or better neighborhoods at $200,000. But I don't know of a tool that can help me identify what markets meet that criteria.

Does anyone know of such a tool?
