Does the 70% still apply in this market?

Just wanted to gauge the temperature out there for the experienced wholesalers/investors in Mass and specifically near Boston on where I need to be when putting in offers to wholesale and assign to others. Is the ARV x .70% - repairs still a good number on what I can expect to sell it for? The market is definitely rising but I know I still need to stay disciplined on my offer prices. I am finding it difficult at times to #1 find my comps and be confident in my number, and then #2 that number always seems really low and have trouble offering that (or lower for room to negotiate) with confidence. I think I know the answer to this question is probably yes, that formula still works.
