Duplex Deal or No Deal?

Hello BP Nation,

I've been analyzing this property for hours now and it's on the fence. It's a duplex in a great area. However the taxes are high and if I house hack my mortgage eats all of the cash flow. I plan to self manage but I ran numbers with PM. I get a 13% return without PM. I put down $60 for the water/sewer/garbage. The seller showed me that typically the payment for that is $75/mth. I am going to charge tenants $75/mth and I'll pay what's left ($30 per side is too aggressive?)

Any advice is appreciated. I want to house hack this but if the PMI is $100 then I simply can't make a good return.
