Inherited a problem property

My brother and I inherited a property in PA. We both live on the west coast. Currently in process of evicting a squatter. Home estimated value is $100k. There is $32k of debt on property (taxes and unpaid water bills), and it is need of significant repair (roof, bath and kitchen, plumbing, and some drywall). We would like to rehab and and rent, but we don't know the exact condition of the property or where to start in terms of writing up a proposal for investors. Or if we should just sell and invest in another property. All suggestions and guidance is welcome and appreciated.
