Would strong TENANT council scare an investor away?

Hey guys! For our next buy and hold property I was considering a city that has a powerful tenant council. Would you consider this when purchasing a property?
For example, Texas is a landlord-friendly state, and in Arlington, TX you can purchase a property under 100k, however Arlington has a strong tenant council! Same goes to Louisville, KY. Is tenant council a good consideration?
What do you guys think?
