Question about subdivision

I am looking at a property that I think has potential. It is an estate property. There is one house attached to 7.8 acres of land in rural Pennsylvania. The house needs major rehab. The asking price is too high at 90K. But I suspect the heirs won't budge on the price due to the land. I can work with the local officials for required permits, etc. There is also a market in that area for 3/2/2s.

I am in the initial evaluation stages; and working on creating an offer.  It  would be helpful to know if subdivision is even feasible.
