Michigan Condo Master Deed?

I have lived here for over 14 years.   What a mess living here with a loose rules and descriptions in the By-Laws.  We have 32 units total and 12+ are rentals.  We have 4 board members that are the landlords. Drain pipes are black pipe and installed in 1957 when this was built are past replacing.  Roof issues going on for many years with leaks, our parking lots are breaking up and one is sinking in the ground by 24" deep and 20 foot diameter.  Many people have fell getting hurt, but not going to the doctor.  The list is very long....

I went to the County Deeds Office to see the Master Deed.  The lady looked and looked.   She came back and said she could not understand how the Master Deed was not on file.  She saw 1 amendment but that was it.  She was confused on how the amendment was there and no Master Deed.

QUESTION....  What can be done?
