How many unrelated people can rent?

I have a 4-bed 4-bath townhome in Rochester, MN and am looking for the maximum number of people to which I can rent.  The square footage is approx 2200. It has a 2-car attached garage, with room for two cars on the driveway.  There is NO parking in the street and 'guest parking' is available around the corner.  How can I verify this maximum number, and is it negotiable through the Association?
