Would you buy this with a leaky basement if the budget is 35k

I think all the important info is in the report.  My concern is with the leaky basement.  The property is in a good neighborhood and I plan to condition the wood floors and add a new floor to the kitchen.  I was considering using a purchase and sale agreement contingent on the leak not costing me more than 3.5k.  Thanks in advance for the advice.
