[Calc Review] BRRRR or flip?

I am somewhat of a newbie and could use advice on above deal. Condo with HOA fees eating cash flow. Can only pull less than half cash out as refinance to maintain any cash flow and COC return isnt great. What parameters do you consider to decide BRRRR or flip?
