Help me analyze this deal and a Short Sale Question

Hey Folks, 

Think I found a good deal but was wondering with Short Sales how much negotiating is possible?  The ASK is $65,000 on a townhome that has been listed as "Short Sale Approved".  I'd like to offer 59K but am wary of delaying the process (as I've heard short sales can really drag on).   Also with Closing Costs, how much do the banks typically expect the seller to pony up? None? Half? All?
