House with 11K in unpaid taxes

Hi BP,

I got a lead from a direct mail. The house has an ARV of 105 but has been vacant for about 5 years. The owner lives out of state and owes about 11K in taxes to the county. Honestly, I don't know how this hasn't gone up for tax sale yet. The owner seemed shocked that she owed that much in taxes. She said it couldn't be possible.

The home is in rough shape - I haven't been able get inside but I'm assuming the worst. I came up with a repair estimate of 48K. I want to wholesale the property for 5K. This puts the MAO at 20,500.

I called the owner about a month ago and built a good amount of report with her.  She's an older woman that lives with some of her family.  When I went to make the offer she stopped me and said that she needed her daughter to call me back.  When I pressed I got the same response.  The daughter never called me, I started chasing other leads and just never followed back up with the owner. Whoops.

My pipeline has now run a little dry.  How would you approach trying to make this deal happen?  It seems the owner is not the sole decision maker, I have no report with the daughter, and they don't even realize that they owe as much as they do.  Would love some advice or perspective.
