Need Strategy for Underwater owners who want to stay in house

I am selling modifications and have deal flow of people who don't qualify. How can I profit from people with good credit and income in upside-down houses? Short sale and sell-back? Investor buys note and re-writes it? What about arms-length laws? Anybody doing this or have an elegant solution that works for the owner and the investor?
