Does refinancing still help me BRRR?

Hi BP, 

I called the lender on this property and they offered only a $34 monthly reduction after refinancing, I wanted to BRRR this house but I don't know what I'm missing

Whats an average % reduction of mortgage payment after Refinance?

Currrent Mortgage Payment: $1550

Refinanced Monthly Payment: $1525 (Described by the lending agent)
