A ranch house with no access to public utilities

I'm looking at a 2 bedroom 1 bath ranch house that has no public water (using Cistern), no public sewer (septic), and no natural gas (heating using propane gas), and has no central cooling. Next to the house is a newer community which should have access to all the public utilities. I am wondering if anyone has experience/suggestion in switching a house to public utilities in situations such as this? What's the process look like? How long with it take, and what's the general cost to do so?
