I am an out of state investor interested in buying a fourplex on arcade street close to Waterloo For app $50000. Any info on the area, is it safe, does that seem like a decent investment. I will be paying cash, using a local property manager and will invest app $10000 for repairs/ improvements to make all four units rentable.
