So I made contact with a person who has 100 equity in the property who owns it as a rental, They have been managing from long distance and want to sell. The stats are 

Sellers price $49,000
Square feet 960

Tax Assessor value $10,842

Rent estimate $550

Im having a hard time figuring out a fair offer, as comps on this street range from 25k-52k  using zillow How would you proceed?
