Tenant refuses to commit to a yearly lease

I have a tenant's that I inherited from the previous owner.  When the tenants lease were up I renewed them with my lease, which is similar to the previous owners lease.  The only exception is my one tenant is on a month to month lease and does not want to commit to a one year lease.  Also, she is not paying the same amount as my other 2 tenants.  She's paying roughly $400 less than the other tenants.  I don't think this is fair to the other tenants or to myself.  I tried to give her a break and only increased her rent by 4% which is $32 and she signed the lease (month to month)but she is not even paying the 4%.  I'm really thinking about not renewing her lease and giving her 30 days to move.  If she refuses to move then I guess I'll have to evict her.
