Duplex analysis

i'm talking to a fellow realtor regarding a free and clear property that has been on the market for about 4 months. each 1/2 duplex is listed for 79K. The seller doesn't appear to be very motivated(would only budge 5-7k on each). ARVs for duplexes in the area of the same size are 200K. The property needs about 15K in repairs. At first glance, the numbers don't look appealing to me. However, i'm wondering how if i may be able to make something happen if i structure this into a seller financed/low to no interest deal. And if that's the case, how would it be structured? Taxes are 1900 ea or 3800 total. Rents for a 2bd/1ba in the are run about 1050 ea.
