Baltimore - Winchester Area Deal Analysis

Hey Guys,  My business partner and I are looking at 2 turn key properties right now in the the Winchester area and were hoping to get some help analyzing the deals.  

Here's the 1st:  958 N Franklintown Rd 21216 

3 bed, 1 bath townhouse, fully renovated, updated windows, new roof

asking $85k, seller says the home is worth about $105k, seller will place voucher tenant through one of 13 subsidized programs in Baltimore.  Tenant is placed before settlement.  Rent will be between 1200-1400.  

And the 2nd:  1154 Longwood St 21216

3 bed, 3 bath, fully renovated, wood flooring, updated kitchen, stainless steel appliances, full basement with additional bath and bedroom

ask $55k, seller says it's worth $75k, currently has a tenant paying $1493/month through subsidized program.  

However, there are several board ups on this block.  Right next door is a board up.  

I can analyze the the numbers through the rental calculator.  The main question I have is for people who know Baltimore and know these neighborhoods.  Is this part of 21216 a neighborhood you would invest in?  I mean especially the one on Longwood because it far exceeds the 2% rule.  

Any help is appreciated.
