Best State to get optimal return on investment

Anyone know which state is the best return on investment? I know this is a general question but I hear places like Washington state and Oregon have great returns. For example, I have read that for every 100k you can get up to 1000 per month on return. In my location it is more like for every 250k you get about 1000 return.
