Is this a good deal for up state NY?

So I have a noob question. A seller is selling her house she wants 106,000 fmv is about 140,000. From my rough estimate it only needs about 10-15k in rehab.  I offered 95 she only needs 92,000 to pay it off. So first question is this a good deal and do you think an investor would be willing to pay 110,000? Rent in the area is 1300 to 1500 if that helps.
