townhouse in st. george sell or not to sell

I bought a townhouse 12 years ago that I didn't pay attention to cash flow just the idea of owning a property free and clear 15 years down the road. It actually loses around 100 dollars a month and that's not factoring in vacancy, maintenance or capx. It is worth 140 k I owe 91 k on it. Thoughts on if I should 1031 property ?
