ROI, ROE, and Cap rate Question?

Am I correct in that depreciation expense is excluded in calculating these ratios? Also, for the cap rate, how do you determine the value of the property? purchase price solely, purchase price plus capital expense for improvements, current market value based on comps, or something else?
