Quadplex In need of some help.

I have a seller who wants to get rid of his Quadplex apartment... How do I go about this because he has a loan of $152,000. As the wholesaler, what would I do to make sure the information is accurate? What are other questions can I ask to make sure everything is good on the property. He said that the property didn't need any updates, but from the pictures on Zillow it does need some work. Also, I am in Georgia and the guy lives in Texas and the property is there too, but what I need to know is that would I open escrow here? Is there any realtors that can help with comps in the Killeen area as well?
