Duplex Low Appraisal, covering closing costs.

Currently trying to close on a duplex where we agreed on 86,000 as our price. That came with 3,422 dollars for closing cost to me and the left over for debt consolidation, per usage on the VA loan financing that I'm using. During the inspection process we found leaking floorboards due to both units showers being incorrectly sealed so we utilized my part of the debt consolidation to pay for the repairs. Now that we ran the appraisal for the property it ended up appraising 10k short at 76,000. Now the seller would like for me to forego my closing cost assistance and pay for his closing costs as well as moving his brother out of the next door unit on top of paying for my portion of the repairs. All said and and done I'll be out of pocket 15,5k out side of actually paying down the mortgage. On the positive note the property is in an upcoming area and with both units renting for 600 I'll be cash flowing 270 a month with both units rented. This is my first deal and was wondering if this sounded like a no-go to anyone.
