Having trouble getting accepted offers

I've been pudding quite a few bids on different houses that need work to flip. None have been accepted. Should i be looking elsewhere for deals? Or start bidding a bit higher? How do i get this ball rolling? We have financing from do hard money-is this a reason why our offers are not being accepted? Any thoughts or ideAs are greatly appreciated!
