Tax delinquent deal

I've come across a property that is vacant and $17k behind in property taxes. If I get the owner to let me get it under contract, who pays the back taxes?

Or, negotiated between seller and buyer.

I've done any number of deals where I purchased the property or made a loan subject delinquent or defaulted property taxes without paying them off entirely upon transfer of title.

However, someone's got to pay. 

If you're buying and not paying, how long do you think you can keep a property going before back taxes become a serious issue?
