Light to Medium Rehab Short Sale - Cleveland OH

I am investing from out of state. I am in the process of putting in an offer for a Short Sale that is a Light to Medium Rehad in the Cleveland Area. The bank is firm on their list price of $20K. From the listing pictures it looks like the property needs some repairs such as new windows, paint, flooring, new bathtub and some work in basement (due to what looks like water damage). I am not sure about the roof. It looks okay from the pictures. I know that I can get the ARV from comps. I am stuck on how to get a good repairs number. Any suggestions on how to approximate the repairs from out of state? Do I need contractor or home inspector to check it out?
