3 Unit Mixed Use Deal- NO C.O.?1 Utility Bill for Whole Building?

I have this deal on a 3 unit mixed use property. Just got it under contract at a good price. It has 2 store fronts and 1 2Bedroom apartment on top. The building is concrete block and previous owners built on the side of it another "Wooden frame" store front which is "attached".

Each unit is being rented out under market value, and decent condition.

The property does not have a CO (calling town this week) but is in working condition and fully rented out. which is strange? the 2 store fronts also share a bathroom that conjoins in the middle of building. What problems can arise in getting a C.O..... What is the process on getting a C.O.

Also there is 1 heating and water bill for the whole building. Should i invest to make each unit its own utility? How would you do that? And how much would it cost?
