Rental License Question on Foreclosure

I am looking to place a bid on foreclosed property currently listed at $110,000. The property is a duplex with a 4 bed room lower unit and a 1 bed upper unit. The entire property can be licensed for 2-unrelated people or a family.

My original intention with this property was to rent out the lower unit to a family or 2 people and live in the upper unit. This way I could essentially cover my living costs. However, I have been informed by the city that if I live in this property I can only have one licensed renter. Essentially, the property is designed for a family to live in the lower unit and rent out the upper.

Is this licensing issue a deal breaker or could I rent out the property to a family and include in the lease that the upper unit is not included and I just live there anyway?
