A Small lot zoned for a School

Hi

I live in Rockland County NY where there is a need for School zoned properties, my friend has a small lot that its school zoned but its very small.

i could get him a buyer for the value as is, but he wants much more since its school zoned, but what i understand even do its school zoned since its small no school will be willing to to buy it are pay more than.

Any idea what to do? how i  could get the max out of it?
