Accurate estimates for utilities i.e. gas, electric, water

I have come across the inevitable.  A Multifamily owner who is looking to sell but hasn't kept any records at all.  I am working on an analysis of the property at this time but having trouble with estimating expenses.  He isn't able to help at all.  Any thoughts or advice.  BP fam give me the knowledge.
