foreclosure property

Hello Professionals,

I know of a foreclosed property in my area that has not hit the market yet. I have been in contact with the asset manager and he said one low verbal offer has been made but he knows the bank will not entertain that low of a offer. The property needs repairs and improvements around (according to the asset manager) $50k. Now this is a Bay Area Property in California! I would like to flip this property or wholesale it but I don't know where to start?!

The asset manager says after some clean up and property evaluations they will set a price but won't entertain pre-market offers.

I need help and opportunity to proceed with this foreclosure, is there any experienced investor who wants to join me in this endeavor?!
