House FSBO with tenants lead

I found a property for sale on craigslist that I sent a email out to last night leaving my contact info & Im hoping i get a call back today! *fingers crossed* Its in my husbands childhood neighborhood and he thinks he may know the owner of the house. The problem is that even though she is selling, there are tenants in the house that she doesn't want disturbed.

The question:

How do I get the ARV for it if its occupied and she doesn't want them to know she is selling? It's a 4br 1 bth 920 square foot selling for 54,900, the rent they pay is $695.00 a month. should I just do realquest search to get the comps from the surrounding areas? I would have to see the inside of the house at some point to get the repair value right?? Can I wholesale a house with tenants in it???
