Continue attempt at wholesale or to save for a buy and hold?

The past few months I've spent a good amount of money trying to wholesale properties. I've read numerous posts about what the list criteria should be and what the letter should say as well as keep sending to the same owners every 4 weeks or so.  I have talked to over 30 different potential sellers and there is no motivation, yes its not really that many calls. I am going to continue with my mailings but I also would like to know which objective seems more beneficial to go after?
