1st potential rental, Duplex

I am seriously looking at this as my first real estate investment.   I have only been reading & learning for a couple of months, so I definitely still have a lot to learn, but this appears to pass the first look test.  It is a duplex in a small suburb of Pittsburgh.  They are asking $35,000.  Both units are 3 bed, 1 bath.  Monthly rents are $1,100 total.  Taxes around $2k.  Newer roof, windows, etc.    Thoughts?  What other questions, information should I be asking about?  Thanks!

Are the rents at market value? Have the tenants been there for a long time? Will you anticipate any vacancies? What are other costs (water, trash, maintenance, etc)?

Although compering it to my market here in SoCal without knowing all these it's already a crazy good deal.
