From Canada: Sell or refi into ADU

I’m coming to the end of a renovation on my newest property and just looking for some outside insight. I paid 220k for the house and put 50k into it and would likely sell around 380k-400k. Wondering if I should sell to get into something like duplex or fourplex or should I refi and build a garage adu as the property is in prime location. Things I’m thinking about is capital gains on sale, avoiding high property tax on duplex b/c the ones that are available are new builds. Thanks for the advice.
