When you do a cash out refi does. . . .

I have a few questions here. .. . 1 Can you do a cash out refi on a investment property ?

2 When you do a cash out refi does the interest rate have to change ?

3 Say I put down 25% which would be 50k on a propery that I purchased for 200k. When I cash out refi do I just get the equity that I put in or do I get a percentage of the value the house is worth ?
