Portfolio Valuation Question

Hello All -

We have 23 SFR Section 8 portfolio in Atlanta and are in the process of splitting up portfolio with our sweat equity partner based on equity held by each parnter . The issue we are having is in the valuation of the portfolio. We made an offer on the FMV of the assets and our partner countered with a number that adds a CAP rate to the valuation. Question and feedback that I am looking for is, with this type of portfolio is there a standard method of valuation and is Cap rate used with this type of assets class?
