Analyzing Neighborhoods to Invest in

Hi, I'm new to the Indy market and would appreciate your knowledge and experience. 

I'm looking for suggestion on neighborhoods to invest in (either for buy N hold or fix N flip), with ARV up to 100-150K.

I found this bigger pockets article, which is 5 years old and I'm sure things has changed since then..

Would appreciate any pointers :)
