[Calc Review] Help me analyze this deal

I am having a hard time with the math formula on how they calculated the Annualized rate of return on page 2.  In BP website, they calculate rate of return by 

ROI = Cash flow/investment basis.   I used this formula but does not properly calculate.  Any help is appreciated.
