Inspection report review

Thanks to the vast resources from BiggerPockets, I am finally in process to purchase my first rental property. I will doing an out of state purchase in Taylor, Michigan. I am currently reviewing the inspection report and confused/scared if I should move forward with the deal or not.Please see attached photos of the inspection report. Can anyone please provide me with some feedbacks?

  1. Is the sagging floor acceptable?
  2. Is insulation and vapor barrier necessary?
  3. Missing shingles in the roof- Is this something a handy man can fix? There is also some moisture stains in the roof.
  4. Wires on the outside of the house seems to be defective. Should I hire a electrician to take a look at this?
  5. Inspector recommended replacing the cooling system as it is more than 20 to 25 years old.
  6. Windows are falling rapidly, is this a sign of structural failure?
