Finding Owner Information

I have been somewhat actively investing for about a year and a half now. I've incorporated many different ways to find motivated sellers and owners of run down houses. One of my biggest problems has been properly locating and finding the correct information on the owner to make a solid connection.

I have tried a few different ways like looking up the owner's name on the internet and whitepages.com although neither has really proven to be productive. I later found out about this "person search" site that I tried to use a couple of times. The problem with that was that I have to pay per look up. Does anyone know of a more cost effective and productive way?
