Anyone know how to get permit for additional unit in LA?

Looking at a property that has 3 units on it but only 2 are permitted. I am aware that you need 2 off street parking spots for each unit to be permitted and this property has that. Anyone know how this is done, who to best talk to to make sure I will be able to make the conversion if I buy the place?
