I would like to buy the house im renting, Help please

I hope everyone is in good spirits, Im really not sure where to put this post but here goes.
My mother has been renting a house for 14years @ 775 a month, this home is in detroit area code 48221. I would like to propose a deal to the landlord, AVR for this home would be 30,000 but the home may need 15,000-20,000 in repairs for it to be appraise for that,i would like to offer the landlord 9000 for the home , please keep in mind my mother doesn't have a lease she is on a month to month ,these are all guesstimates numbers, but im sure im not that far off, how do i offer put this deal together.
Please keep in mind im a newbie

Tereal, it's going to be hard to convince the landlord to take a fair deal when he has cash flow. He might even be upside down on the property with your offer.
Your mom would be probably be better served if you found her another place and bought it instead of this place. I understand she probably does not want to move, but your choice is she either stays and rents or you buy somewhere else.
