Investor Refinance Rates Philadelphia

I am wondering what Refi rates investors are seeing now for SF investment properties. I’m working with Guaranteed Rate at 3.375% but have an offer for 3.125 % with $995.00 UW fee. Which seems like another word for points. Investment is in Philadelphia. Credit score is above average and Equity is about 200K in the house. Value of house is around 450K

Is anyone seeing better rates? And by whom?

@Chris Carroll They are excellent rates for a cash out refi. The UW fee is reasonable. Money doesn't come much cheaper.
