Long Island Water Shut Off List

Hey everybody, I was wondering if anyone on Long Island has any experience in obtaining a list of properties who had their water shut off. Does this information have to be requested directly through the water district or does it have to be requested through the Town? Will I need to file a FOIL request and get attorneys involved (I was hoping to do this myself and save the money). I think this could be a great lead source if I can only figure out what the first step is in getting this information. Also, I would be interested if anyone knew what the process is for obtaining a list of properties with code violations and even fire damaged home. I would think the process is similar for each of these lists.
