Insurance in City of Detroit

I currently own 4 rentals in the City of Detroit, and I'm struggling to find decent insurance coverage for one of them. Its in 48224 zip code.
The other 3 are with Pioneer State Mutual which is great coverage and very reasonable. Unfortunately Pioneer won't insure this one as they say it needs a new roof, my roofing contractor says it doesn't. Anyone out there with decent insurance coverage with someone other than Pioneer??
